Employee Benefits
Health Insurance
DHA pays a portion of medical and dental premiums regardless of the coverage options you elect. Your benefit payments are deducted from your pay twice a month. Your earnings are reduced by your portion of the medical, dental, retirement and any voluntary insurance premiums before Federal, State and FICA taxes are calculated, thereby saving you money.
Medical Plans
DHA provides major Medical/Prescription insurance that includes preventative care, hospitalization and other services to employees and eligible dependents including coverage through a traditional PPO plan. (Employee pays 20% DHA pays 80%).
As a part of the traditional medical plan, employees are provided with a Health Reimbursement Account (HRA). When an employee (or covered dependent) incurs medical expenses that are subject to the deductible, DHA will reimburse for a portion of the deductible costs, tax-free, after the deductible has been met.
DHA also offers an open access PPO high-deductible health plan (HDHP) that qualifies the insured to open a Health Savings Account (HSA). The HSA is a personal savings account for health expenses, much like an IRA is used to save for retirement. Employees may make pre-tax contributions to their HSA that can then be used to pay for eligible medical, dental or vision expenses.
Dental
Dental insurance covers a wide range of services that includes preventative, basic, major and orthodontic service. (Employee pays 15% DHA pays 85%)
Vision
The vision plan offers services for eye exams, glasses and contact lenses. (Employee pays 100%)
Life & Disability Plans
Life insurance (2x salary, up to a maximum of $200,000), long term disability (90-day elimination period, 60% of salary to a maximum of $6,000) and accidental death and dismemberment coverages are provided by DHA at no cost to the employee. Supplemental life is available on a voluntary basis at group rates for the employee, spouse and/or dependent child(ren).
Employee - $10,000 increments, up to the lesser of 5x salary or $500,000; $120,000 guarantee issue to age 69.
Spouse - $10,000 increments, up to the lesser of 50% of the employee amount or $150,000; $30,000 guarantee issue to age 69.
Dependents - $5,000 or $10,000 to age 26; $1,000 benefit for birth to 6 months.
Employee Assistance Program (EAP)
The EAP is an employer-sponsored assessment and referral counseling service for employees and household members. Individuals can receive confidential assistance for personal issues, such as stress, depression, family/relationship problems, and financial counseling. Each household member is eligible for up to three face-to-face sessions per issue per year with a licensed therapist at no charge. Services are available 24 hours a day, 7 days a week.
Flexible Spending Account (FSA)
DHA offers a Health Care and Dependent Care FSA. The Health Care FSA allows employees to use pre-tax dollars to receive reimbursement for eligible medical, dental, and vision expenses. The Dependent Care FSA allows employees to receive reimbursement for eligible day care expenses for their dependent child up to age 13, disabled spouse or dependent parent. Employees can elect up to $2,650 per year for the Healthcare FSA and $5,000 for the Dependent Care plan.
VOLUNTARY BENEFITS
Accident
DHA offers accident coverage to employees to help cover the costs associated with unexpected bills due to an accident that occurs on or off of the job.
Critical Illness
DHA offers Critical Illness coverage if an employee is diagnosed with the following conditions: cancer, heart attack/stroke, major organ transplant, end stage of renal failure, and many others.
Short-Term Disability
DHA offers Short-Term Disability to employees to protect them from complete loss of earnings when they are disabled and need time away from work to care for an injury or illness.
PAID LEAVE PLANS
Vacation Leave
Eligible employees will begin earning vacation leave after the 16th of each month of employment and may begin taking leave after three full months of employment.

- Time Earned: (2.4 weeks) 8 hours accrued monthly
- 5, but less than 10
- Time Earned: (3.0 weeks) 10 hours accrued monthly
- 10, but less than 15
- Time Earned: (3.6 weeks) 12 hours accrued monthly
- 15, but less than 20
- Time Earned: (4.0 weeks) 13 hours accrued monthly
- 20 or more
- Time Earned: (4.2 weeks) 14 hours accrued monthly
Sick Leave
Eligible employees will begin earning sick leave (8 hours accrued monthly) after the 16th of each month of employment and may begin taking leave immediately. Employees of another public housing authority, HUD, or local, state or government organization, who joins DHA with no interruption in service between said former employer and DHA, may transfer up to 30 days of their unpaid sick leave.
Holidays
DHA furnishes employees with the following paid holidays annually: New Year's Day, Martin Luther King, Jr. Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Eve, and Christmas Day.
Jury Duty
Employees who are called for jury duty are allowed to take leave with pay. An employee who serves as a witness in private litigation may take either vacation leave or leave without pay for the period necessary.
Bereavement Leave
Employees will be allowed up to three (3) days paid leave and up to an additional ten (10) days of vacation leave due to the death of any member of his/her immediate family.
RETIREMENT PLAN
Pension Plan
DHA contributes 5% and the employee contributes 2% of gross wages each pay period. Wages do not include overtime and bonuses. Employees are required to participate in this mandatory benefit effective (January or July) following three full months of employment.
457 Deferred Compensation Plan
DHA offers a Deferred Compensation (457) voluntary plan. This benefit is effective immediately unless the employee opts out of the automatic enrollment arrangement. Eligible employees may choose to contribute from 1% to 100% of their total pay. DHA will match up to 2%. Maximum contribution is subject to IRS law.
ADDITIONAL BENEFITS
Tuition Reimbursement - DHA provides reimbursement to eligible employees. Reimbursements are up to $2,000 based on budget constraints in any fiscal year. Courses must be taken at an approved accredited college, university, or technical institution.
